Rules & Regulations
There shall be no ragging in and outside the college or hostel and also on roads/approaches leading to the College/Hostels. If a candidate is found indulging in ragging directly or indirectly, the competent authority , after enquiry, if satisfied, shall expel the guilty students(s) from the College/Institution.
Provided that an order or rustication or expulsion shall not be passed, unless the student has been given an opportunity to be heard in person and to explain his conduct in writing.
What Is Ragging?
"Any disorderly, whether by words spoken or written, or by an act which has the effect of teasing, treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise apprehension thereof in a fresher or a junior student or asking the students to do any act or perform something which such student will not in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student”. Thus, ragging includes:
- Act of physical and sexual abuse, homosexual assault, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health.
- Act of abuse by spoken words, emails, snail-mails, public insults, perverted pleasures, vicarious or sadistic feel from actively or passively participating in the discomfiture to others
- Exploiting the services of junior students for completing the academic tasks by the seniors.
- Act of financial extortion or forceful expenditure.
- Any act that affects the mental health and self confidence of students
Be it known to all that action shall be taken against those who are found indulging in ragging as per Recommendations of Raghavan Committee to Curb the Menace of Ragging Constituted By the Hon’ble Supreme Court of India, which are as follows
- The punishment to be meted out has to be exemplary and justifiably harsh to act as a deterrent against recurrence of such incidents.
- Victim may lodge an FIR
- The institution must be an active party to lodge an FIR.
- Ragging Evidence: Act of ragging witnessed by teacher, non-teaching staff or administrative staff to be treated as final.
- In case the applicant for admission is found to have indulged in ragging in the past or if it is noticed later that he has indulged in ragging, admission may be refused or he shall be expelled from the educational institution.
- Anti-ragging committees and squads shall be formed by the institutions and it shall be the job of the committee or the squad, as the case may be, to see that the Committee’s recommendations, more particularly those noted above, are observed with out exception.

ANTI-RAGGING SQUAD 2020-2021
As per guidelines issued by University / H.P Government “ANTI-RAGGING SQUAD” is hereby constituted for maintaining vigil, oversight, Patrolling function, alert and active at all times.
It shall also be the duty of Anti-Ragging squad to conduct of the spot enquiry into any incident of ragging referred by principal or any member of faculty or any student or any parents.

A copy of the above is forwarded to the above mentioned official/officers/student/notice board for information and necessary action.
- Students shall observe order and quietness at all time in the College/Hostel.
- No game of any sort will be played during the hours allotted to Lectures/Pracitical.
- Smoking or taking any other intoxicants within the College/Hostel is strictiy prohibited.
- For any irregularity or breach of discipline the principal shall be competent to ompose pecuniary fine.
- Students Shall wear simple dress in the college. Use of gaudy and unbecoming dress is strictly prohibited.
- Students shall not take part in politics or subversive action.
- Students shall not indulge in unauthorized meetings, acrimonious and controversial debates.
- Students shall not indulge in any which is likely to bring discredit to the college.
- Students shall not cut classes, practical and internal Assessmant Tests.
- Students shall submit their difficulties and grievances through their teachers concerned in the college to the principal, when absolutely necessary ; they can see the principal directly.
- Student shall regularly pay college fees & dues. In case of non-payment of the fee within 15 days of the start of class the name will be struck off the college roll.
- Every student of college is informed that under the orders of the Hon ble high Court of Himachal pradesh and the rules framed by the himachal pradesh university, shimla, thereunder, ragging is completely prohibited. any student found involved in ragging will be summarily expelled from the college and legal proceedings under criminal law shall also be initiated against him/her.
Students are advised to strictly follow the rules & regulation of the library.
- A complete silence is to be maintained inside the library.
- Student should always bring library card with them.
- Cell phones should not be brought inside the library.
- At a time, only two books will be issued to each student.The books should be returned to library within a period of seven days, failing which a fine of Rs. 2/- per day will be levied on de-faulters.
- Students are advised not to damage or write on library books or journal.
- Reference books, magazines and journals will not be issued.
- At the time of borrowing the books and reading within the library premises, students are advised to enter their name of the book on a separate register, the name will be struck off by the librarian when the books is returned to librarian.
- Students should deposit their own books at the entrance of the library hall.
- While entering and leaving the library premise, students are advised to enter and cancel their names on a separate register.
- If all volumes of a particular book have been issued, the student who desires to borrow the books should submit his name along with the requirement to the librarian in advance. He/She will be notified about the availability of the book in due course.
The function of the cell is to look into the complaints lodged by any student, and judge its merit. The Grievance cell is also empowered to look into matters of harassment. Anyone with a genuine grievance may approach the department members in person, or in consultation with the officer in-charge Students’ Grievance Cell. In case the person is unwilling to appear in self, grievances may be dropped in writing at the letterbox/ suggestion box of the Grievance Cell at Administrative Block. Grievances may also be sent through e-mail to the officer in-charge of Students’ Grievance Cell.
Objective:
The objective of the Grievance Cell is to develop a responsive and accountable attitude among all the stakeholders in order to maintain a harmonious educational atmosphere in the institute. A Grievance Cell should be constituted for the redressal of the problems reported by the Students of the College with the following objectives:
- Upholding the dignity of the College by ensuring strife free atmosphere in the College through promoting cordial Student-Student relationship and Student-teacher relationship etc.
- Encouraging the Students to express their grievances / problems freely and frankly, without any fear of being victimized.
- Suggestion / complaint Box is installed in front of the Administrative Block in which the Students, who want to remain anonymous, put in writing their grievances and their suggestions for improving the Academics / Administration in the College.
- Advising Students of the College to respect the right and dignity of one another and show utmost restraint and patience whenever any occasion of rift arises.
- Advising All the Students to refrain from inciting Students against other Students, teachers and College administration
- Advising all staffs to be affectionate to the Students and not behave in a vindictive manner towards any of them for any reason.
- Ragging in any form is strictly prohibited in and outside the institution. Any violation of ragging and disciplinary rules should be urgently brought to the notice of the Principal.
Scope:
The cell will deal with Grievances received in writing from the students about any of the following matters:-
- Academic Matters: Related to timely issue of duplicate Mark-sheets, Transfer Certificates, Conduct Certificates or other examination related matters.
- Financial Matters: Related to dues and payments for various items from library, hostels etc
- Other Matters: Related to certain misgivings about conditions of sanitation, preparation of food, availability of transport, victimization by teachers etc.
Functions:
- The cases will be attended promptly on receipt of written grievances from the students
- The cell formally will review all cases and will act accordingly as per the Management policy
- The cell will give report to the authority about the cases attended to and the number of pending cases, if any, which require direction and guidance from the higher authorities.
Procedure for lodging complaint :
- The students may feel free to put up a grievance in writing/or in the format available in the admin dept. and drop it in boxes
- The Grievance Cell will act upon those cases which have been forwarded along with the necessary documents.
- The Grievance Cell will assure that the grievance has been properly solved in a stipulated time limit provided by the cell.
